KANDORI TAKAHISA [神取　鷹久]
aka SHINJOU HISATAKA [神条　久鷹 ]
I'm guessing on the reading of his alias' first name, sorry! And it's the same 'jou' in Nanjou. *laugh* Pret-ty lame alias, Mr. Kandori. <3 And yes, I like to call him "Masterrrrrrrrr Guido" in a heavy Eastern European accent.
Kandori is an alumnus of St. Hermelin High and the president of Saeki Electronics & Biological & Energy Corporation (SEBEC). Three years ago in Mikage-cho, he constructed a machine called the DVA System (Dimensional Variable Accelerator System) that appears to be able to create pocket dimensions when you hook it up to people. Eh, it's pseudo-science, I can't explain it better than that. It was colloquially known as the "Deva System" (deva being the Sanskrit word for god). But the Persona-users at Hermelin terminated him with extreme prejudice, and he was presumed dead...until now.

Through the power of rumors - that's what the Ritual of Kotodama is, anyways - he was resurrected and began work on a new machine, the Petit Deva, and began research on the essential nature of Persona-use and "kegare." Some of his experiments were "experiments on separating the JOKER from its user," "spinal nerve transplants for bipedal organisms," and the kicker, "research and theory on artificially creating Persona users." The Xibalba ran on Ideal Energy, and its parallel, the Ame-no-Torifune, ran on extracted kegare from JOKER-users.

Kandori's a talented man, in an Evil Scientist sort of way, but he seems really weary and disinterested in it all this time. Perhaps he knows from painful experience that this world-domination thing never works out, and he's tired of being puppeted like this, brought back from the dead for this nonsense. He's like Shadow Nanjou - what Nanjou could have become, if he allowed himself. So in a sense, he probably feels a kinship with Nanjou.

It's very strange. When Kandori was reborn, he seems to have lost his eyes...if he takes off his sunglasses, there are only black pits where his eyes should be.


ISHIGAMI CHIZURU [石神　千鶴]
Well, if that's Masterrrrrrrr Guido, then who's she? Madame Blavatsky? Judging from her English VA....
Ishigami Chizuru is the young fortuneteller known as "Wang Long Chizuru" on her TV show. She seems to be going along with the NWO partially to prove the power of fortunetelling (she mentions being persecuted for her abilities on the past) and partially because Kandori's in the NWO. She obviously has some pretty strong feelings for him - strong enough to die with him, at least.


GENERAL SUGAWARA [菅原陸将]
Admit it, he looked like a giant animated turd.
The pale, sickly-looking army general who's in it for the promise of immortality. Sudou promised him that Gozen would grant him immortality in return for his help - perhaps he's the source of all the Tenchuu Troops. He's definitely the source of the X-1 mecha. In Japanese, he does yell "I.....TAAAAIeeee~! ITAIeeee!" in English letters when he becomes a monster. Good ol' Gozen, being mummified hasn't dulled your backstabbing knife! :D


SASAKI GINJI [佐々木銀次]
Sasaki Ginji is a recurring character from Innocent Sin. On the Other Side, he was one of the Masquerade Executives, Prince Taurus. I assume his basic backstory is the same in both games, since Nyarlathotep was trying to recreate the Other Side. Ginji had been involved in a band several years ago that had a few hits, but ever since then, he's been wallowing in obscurity as a producer, trying desperately to recapture his former glory. He wished to become successful and popular again, and probably went along with Tatsuzou to get his wish fulfilled by Gozen. He collects the kegare of people attending his seminars, and hits on his young female artists (like the MUSES - poor Lisa) in the meantime. Ew. He's based on Komuro Tetsuya, an inexplicably famous and popular producer who used to be in a one-hit-wonder band. ^_~


ADMINISTRATOR SHIMAZU [島津管理官]
The head administrator of the special Serial Killer Investigation Unit. He's cooperating with Sudou to keep the identity of the JOKER secret, which involves screwing over Katsuya as often as possible. He seems to get a weird satisfaction in frustrating Katsuya. His role in the NWO is to cover up the actions of the mafia and the government.


CAPTAIN TOGASHI [富樫署長]
Katsuya's direct superior. He was the best friend of Katsuya's father, but ten years ago he participated in Mr. Suou's framing and imprisonment. Ever since then, he's felt guilty and done his best to help Katsuya however he can. He gives Katsuya information on the NWO and points them towards Nanjou and Eriko for help in their investigations.


SUDOU TATSUZOU [外務大臣須藤竜蔵]
The Minister of Foreign Affairs and father of the JOKER, Sudou Tatsuya. In Tsumi it mentioned that Sudou Tatsuya was always nervous and terrified of his cruel father, and deeply resented that his dad had him committed to an asylum. Tatsuzou is the "head" of the NWO, who wishes to destroy this "sinful' world and to rebuild it anew. He resurrected Gozen and Kandori through the ritual of Kotodama, collected kegare to power the Ame-no-Torifune, and finally sacrificed the Tenchu Troops for a final burst of power. He's been taking money from the Tien Tao Lien mafia, and uses them to do much of his dirty work.
